EXPENDITURE AND EFFICIENCY OF PUBLIC POLICIES ON EDUCATION IN THE MICRO-REGION OF PARANAGUÁ

Abstract

The objective of the research is to evaluate the evolution of public spending and quality indicators in relation to efficiency in public policies in education in the municipalities of the microregion of Paranaguá-PR. A literature review was carried out and the official financial data of the municipalities were instrumented through Data Envelopment Analysis - DEA (Data Envelopment Analysis). The analyses were performed by the Constant Returns to Scale - CCR and Variable Returns to Scale - BCC methods, both output-oriented, in the period between 2008 and 2016, every four years. As a result, it was observed that the quality of the public function of education is directly proportional to the investment in these municipal public policies and, as for efficiency, it is observed that both by the CCR and BCC methods, there is considerable homogeneity among the municipalities.
