Abstract
The allocation of radio spectrum by market prices is not efficient with current technology. The reasons are the existence of problems in the assigning of usage rights, externalities from commercial services, services with the characteristics of public goods, scales economies together with the constraints caused by the previous allocation in the use of spectrum. This article analyses the role of the market in spectrum management, identifying the limits of spectrum allocation by market, and provides a methodology for estimating the social net benefit of the spectrum re-allocation processes intended to increase the efficiency in the use of spectrum.
