Abstract
This paper has developed a conceptual framework of the role of Science and Technology Park as accelerators of innovation and creation of business network in the universities. From the analysis of the Spanish model, we designed a strategic map that lists the main features of the park with his growth. We had proposed a "triple helix of entrepreneurship", identified agents with greater interest in choosing a specific park to locate the university spin-offs: entrepreneurs, investors and universities. The analysis of the dynamics of growth of the Scientific-Technological Park has allowed us to identify a set of indicators that assess the role of these infrastructures as support for university spin-offs, in countries where scientific production indicators do not correspond with their actual ability to create organizations capable of commercializing the results of these investigations.
